California Checkout Update: Shipping to California Under AB1263
What to Expect With Our New Compliance System
We’ve updated our California checkout process to make compliance simpler and built directly into checkout.
If you enter a California shipping address, you may see a quick verification step. This helps us meet California’s updated requirements while keeping the ordering process as clear and predictable as possible.
HK USA has adjusted its direct shipping approach for California customers. HK Parts operates independently and maintains its own inventory and distribution channels, which allows us to continue supplying many HK firearm parts to California customers under the updated compliance process.
The Big Change: Compliance Is Now Inside Checkout
Previously, some California orders required post-checkout emails and verification steps. Now, our system runs the required steps during checkout once your address is recognized as a California address.
When you enter a California shipping address, you’ll follow one of two paths depending on the item(s) in your cart.
To make this process easier, we’ve added an FFL Finder directly into our checkout page.
Option A: Ship to Your Address (ID-Matched)
For eligible items, you can ship to your address as long as your government-issued ID matches the shipping information.
What you’ll do in checkout:
- Verify your ID
- You can scan a QR code to complete verification on your phone (optional), or continue on desktop.
- You’ll be asked for:
- A photo of your government-issued ID
- A quick selfie and liveness check (to help prevent fraud)
- Acknowledge the California Firearm Manufacturing Notice
- Complete checkout as normal
Requirements:
- ID must be government-issued, valid (not expired), and clearly show your full name and date of birth.
- If your shipping name or address doesn’t match the verified ID, we won’t be able to ship to that address for qualifying orders.
Option B: Ship to an FFL for pickup (qualifying items)
For certain qualifying items, California delivery must be made to an FFL for pickup.
What you’ll do in checkout:
- Checkout switches to our FFL Finder
- It uses the ZIP code you entered to show nearby dealers
- Select your dealer
- You’ll confirm you’ve contacted them and understand pickup is handled through that dealer
- Finish checkout like normal
- We ship to the selected FFL for pickup

HK PARTS IS NOT RESPONSIBLE FOR LOST, STOLEN, OR MISPLACED SHIPMENTS SENT TO YOUR SELECTED FFL. HK PARTS IS NOT RESPONSIBLE FOR DELAYS, STORAGE FEES, OR RELEASE POLICIES IMPOSED BY THE RECEIVING FFL. Once delivery is confirmed to the customer-selected FFL, the customer is responsible for pickup in accordance with that dealer’s procedures.
Verification Fee
Identity verification has a real cost to run securely. For California orders that require verification, you may see an optional verification fee at checkout to help cover that cost.
Record Retention
To support compliance and resolve disputes, we retain verification records (including IDs submitted through our compliance system) for 5 years as part of our recordkeeping.
Why California Orders May Require Extra Steps
California Assembly Bill 1263 (AB 1263) added requirements that apply before completing the sale or delivery of certain covered items in California or to California residents, including:
- Providing a clear and conspicuous notice about firearm manufacturing restrictions
- Receiving an acknowledgement that the purchaser received and understands that notice
- Requiring proof of age and identity showing the purchaser is at least 18 years old
AB 1263 also includes shipping and delivery requirements for covered items delivered to non-exempt recipients, including:
- Conspicuous package labeling
- Shipping instructions listing an address that matches the purchaser’s identification
- Presenting proof of ID and providing am adult signature upon delivery
Certain deliveries (such as shipments to FFLs and other specified entities) are exempt from these shipping and delivery requirements.
Important note on barrels: Unattached firearm barrels are also affected by SB 704, which generally requires the final transfer to be completed in person through a California licensed firearms dealer (meaning online sellers typically ship the barrel to a CA dealer for final delivery).
"Qualifying” items are determined by HK Parts based on applicable California requirements and our internal compliance review.
California Firearm Manufacturing Notice
- Manufacturing more than three firearms per calendar year in California
- Manufacturing a firearm using a 3D printer or CNC milling machine
- Manufacturing a firearm for the purpose of selling or transferring ownership to an unlicensed individual
- Manufacturing a firearm for the purpose of selling/loaning/transferring with intent to avoid a required background check through a licensed dealer
- Allowing, facilitating, aiding, or abetting the manufacture of a firearm by a person prohibited from possessing firearms
- Manufacturing (or causing the manufacture of) assault weapons, machineguns, undetectable firearms, unserialized firearms, unsafe handguns not on the DOJ roster, or other generally prohibited weapons
