State & Legal Shipping Restrictions
Magazine capacity and other regulated-item restrictions vary by state — and sometimes by city or county. This list is not exhaustive and can change; you're responsible for knowing the law where you live.
Common Questions
Why is checkout blocking my order or flagging my state as restricted?
Restrictions are based on your shipping address and current state/local law, not your account. If an item is capacity-limited or otherwise restricted where you live, checkout will decline it — this usually isn't an error. Review the state table below, and the ATF's state law reference, to confirm the rule for your state.
If an item requires FFL transfer, select "Ship to an FFL" at checkout. If you've confirmed the item is legal to your exact address and it's still blocked, email support@hkparts.net with your shipping address and a screenshot of the restriction.
I'm law enforcement, military, or an FFL/SOT dealer — can I get an exception?
Exceptions to state capacity restrictions may be available with proper law enforcement or qualified military ID. Create an account if you don't have one, then submit your LE credentials or FFL/SOT documentation through it. Once reviewed and linked, log out and back in for the update to take effect. California orders follow AB1263 requirements specifically — see the blog post linked below.

A state law is changing, or under a court ruling — will you still ship to me?
Shipping eligibility tracks the current law in your state. When a restriction is lifted (e.g. a court injunction), shipping resumes; when a new restriction takes effect, shipping of the affected item pauses. Restrictions are usually product-specific (e.g. magazines over a certain capacity), so the rest of an order can often still ship. If an item in your order is affected, you'll be notified — no action is needed on your part.
California (AB1263)
Orders shipping to California with certain items (including flare guns, magazine extensions, compensators, and similar parts) require additional steps under AB1263 — see the full California checkout update. Depending on the order, this may involve acknowledging a California Firearm Manufacturing Notice, completing ID verification, and/or providing an FFL address. California FFL/SOT holders with a valid Certificate of Eligibility (COE) can have orders shipped directly to their FFL once documentation is submitted at checkout.
