Shipping to California Under AB1263, Our Process Explained
What to Expect and How We’re Supporting You
We have the ability to continue shipping to our California (CA) customers, with a few important changes that apply only to CA residents.
California Assembly Bill 1263 (AB1263) introduces new requirements and compliance considerations for companies that sell and distribute firearm parts and accessories into the state. These changes primarily affect age verification, customer acknowledgements, and how orders are fulfilled.
As companies across the industry evaluate AB1263 and its implications, shipping policies to California may vary. HK USA has adjusted its direct shipping approach for California customers. HK Parts operates independently and maintains its own inventory and distribution channels, which allows us to continue supplying many HK firearm parts to California customers under the updated compliance process.
Our goal is to follow the law carefully while keeping the ordering process as clear and predictable as possible for our customers.
What AB1263 Means for California Customers
AB1263 places additional obligations on sellers of firearm parts and accessories, particularly around purchaser verification and documentation. As a result, all California residents placing qualifying orders with HK Parts will be required to complete the following steps:
- Acknowledge understanding of and agreement to the California Firearm Manufacturing Notice
- Provide a valid government-issued ID to verify the purchaser is at least 18 years of age
- ID must be government-issued, valid (not expired), and clearly show your full name and date of birth. If the order is eligible to ship to a non-FFL address, the shipping name and address must match the verified ID.
- Depending on the item(s) in your order, we will either:
- Ship to the verified address that matches your ID
- Or require delivery to an FFL for pickup.
Whether an order ships to the verified ID-matching address or to an FFL for pickup is determined by our compliance review of the item(s) in the order.
While AB1263 does not require all firearm parts to be shipped to an FFL, it does add additional verification and delivery requirements for qualifying items. For California orders, HK Parts will ship some qualifying parts/accessories to the verified address that matches the submitted ID. For certain qualifying items, we will ship to an FFL address only while industry guidance and implementation details continue to evolve.
"Qualifying” items are determined by HK Parts based on applicable California requirements and our internal compliance review.
For qualifying items shipped to a non-FFL address, delivery will require an adult signature and proof of ID (18+), and the shipping address must match the verified ID. Packages are labeled accordingly.
Shipping to an FFL: How the Process Works
To make this process easier, we’ve added an FFL finder directly into our checkout page.
Step 1: Select an FFL at Checkout
Under the Shipping section during checkout, click “Select a dealer to ship to.”

This will open a map powered by EasyFFL. Simply enter your ZIP code, and nearby FFL dealers will populate automatically.
Step 2: Choose Your Dealer

Once you select an FFL, our system will automatically fill in:
- Company name
- Phone number
- Physical address
After this information populates, enter your first and last name so the dealer knows who the order is intended for and can properly release the package to you.
HK Parts strongly recommends coordinating with your chosen FFL ahead of time so they are aware of the incoming shipment and any pickup procedures they may have. HK PARTS IS NOT RESPONSIBLE FOR LOST, STOLEN, OR MISPLACED SHIPMENTS SENT TO YOUR SELECTED FFL. Once an order has left our facility, destined for the customer's selected FFL, it is the customer's responsibility to collect the package from the customer-selected FFL per their policies. We recommend sharing the tracking information with the destination FFL holder and contacting them when the shipment has been delivered to confirm their receipt of your order.
HK Parts is not responsible for delays, storage fees, or release policies imposed by the receiving FFL. Once delivery is confirmed to the customer-selected FFL, the customer is responsible for pickup in accordance with that dealer’s procedures.
What You’ll See During Checkout
Once your shipping information confirms that the selected address is a valid FFL on file with the ATF, you’ll see a notice at the top of the checkout page similar to:
NOTICE: To complete your purchase, additional information will be required after checkout for the following products.
This notice is normal for California orders and means your order will require post-checkout verification before it can ship.
What Happens After You Place Your Order
Verification emails are sent shortly after checkout. Orders will remain on hold until the required steps are completed.
After your order is placed and payment is completed, but before your order is fully processed and shipped, you will receive an email with instructions to complete the remaining requirements:
- Acknowledgement of understanding of and agreement to the California Firearm Manufacturing Notice
- Submission of a valid ID to verify that the purchaser is at least 18 years of age
Once these steps are completed and verified, your order will continue through processing and ship either to the verified address that matches your ID or to the selected FFL for pickup, depending on the item(s) in your cart.
We cannot ship qualifying items to alternate addresses, forwarders, PO boxes, or reroute packages after shipment.
Orders containing qualifying items are not cleared for shipment until the required acknowledgment and ID verification are completed and approved.
If the shipping name and address do not match the verified ID (or the ID cannot be verified), we will be unable to ship qualifying items. We may request additional information to complete verification; if we’re still unable to verify, the order may be canceled and refunded.
Purchasing Directly Through an FFL (Optional)
You also have the option to purchase directly through a dealer of your choice. Using the same FFL map on our site, you can:
- Locate an FFL near you
- Contact them directly
- Arrange for them to place the order on your behalf
Some customers prefer this option depending on their relationship with their local dealer or the dealer’s internal policies.
